Usahid Ensures Safe Work in the Pandemic Era with ISO 45005: 2020

Based on the statistics of people affected by Covid-19 in Indonesia, it continues to increase as seen in the number of cases of 1,157,837 cases as of February 7, 2021, with an increase of 10,827. Of that number, around 647 health workers died including 289 including doctors, it is estimated that more than 50 academics (Prof and Dr) from various campuses have also died, and more than 100 community leaders and scholars have died. We can imagine how difficult and long it took to educate doctors, produce professors, as well as public figures and scholars. For this reason, the campus as a place to produce scientists and figures needs to ensure that lecturers and other educators can work comfortably and safely in the era of the Covid 19 pandemic. Besides that, as part of the campus community, it must also be actively involved in stopping the spread of Covid by implementing protocols. health strictly.

Therefore, the government has worked hard to prevent the spread of Covid-19 and the emergence of new clusters by issuing various policies, including presidential instructions, health protocols, a circular from the ministry of manpower, etc. In addition, it is also a policy to carry out antigen PCR and mass vaccination. To avoid the spread of Covid 19, the International Standardization for Organization or abbreviated as ISO has also published ISO PAS 45005 concerning K3 Management - Working safely during the pandemic in December 2020, so that it can be implemented in small, medium and large scale organizations to be able to carry out activities optimally safely and avoid the emergence of new clusters.

ISO PAS 45005, is a K3 management standard specifically related to Covid 19 management, which provides guidance to organizations to ensure workers work safely in the Covid 19 pandemic era. It consists of 14 clauses, namely: (1) Scope; (2) normative references, (3) terms and definitions, (4) planning and risk assessment, (5) suspected and confirmed cases of Covid 19; (6) Psychological Health and Wellbeing; (7) Inclusivity; (8) Resources; (9) Communication; (10) Cleanliness; (11) Use of personal protective equipment and face coverings; (12) Operations; (13) Evaluation; and (14) Repair. The essence of the 14 classifications is planning, risk assessment, control and improvement. Through the application of these 14 clauses, certified institutions can carry out activities optimally.

To support government policies and ensure safe work in the era of the Covid 19 pandemic, Sahid University Jakarta since January 2021 has implemented ISO PAS 45005: 2020. This is done in order to comply with government policies to decide the spread of Covid 19 to be implemented in a systematic manner, namely planning , implementation, inspection and continuous improvement which in English is known as Plan, Do, Check, Action (PDCA). The implementation of ISO PAS 45005 begins with training of a task force team (SATGAS) totaling 20 lecturers for 3 days, to understand the 14 clauses of ISO PAS 45005, namely clauses 1, 2, 3 to 14.   Implementation ISO PAS 45005 will take 6 months and  is the first time in Indonesia for an educational institutionTherefore, it is hoped that in the future it can become a good reference for educational institutions, government and business institutions.

The three-day training presented nine (9) resource persons from the Ministry of Manpower, BSN, and industries that have implemented ISO PAS 45005 such as PT Polytama Propindo, UNILAB, 3M, PT GDA, and PT Komatsu. By presenting resource persons according to their expertise, it is hoped that the training participants will understand the contents of ISO PAS 45005 which includes 14 clauses.

As a first step in implementing ISO PAS 45005, on January 27, 2021, USAHID teaching staff and employees were carried out by Rapid Antigen to ensure their status against Covid 19.

To implement in detail the ISO PAS 45005, the SATGAS Usahid Jakarta Team on February 5, 2021 held a risk assessment training, namely hazard identification, risk assessment and risk control, after the Risk Assessment training continued by conducting a field survey in the campus area, namely identifying hazards starting from the door enter the gate of Usahid Jakarta, which includes anyone who enters Usahid Jakarta. The identification results show that there are several types of people who come to Usahid, namely employees, lecturers, students, guests, partners, and postal goods or shipments. In this first stage, identification of the potential dangers of the spread of Covid 19, the level of frequency and severity was carried out. Then the survey continued to floors 1, 2, 3, 4, 5, 6, 7, and 8, then to see the potential danger of spreading the virus on campus as a whole due to people coming to campus and activities on campus, identification is also carried out in the elevator , toilets, canteens, super markets, places of worship, laboratories and other places of activity. After obtaining a potential hazard, the Usahid SATGAS team calculated the risk of the potential hazard by multiplying the frequency and severity.

Multiplying the frequency and severity will result in a category value of red for the highest value, yellow for the moderate value and also for the low value.

 

Risk is the combination of the frequency of an event in the form of a dangerous situation or exposure, with a certain severity. The calculation approach used is the adoption of an adjusted OSH management

1 = No injury, low material loses / Does not cause any impact,

there is no Covid transmission at all.

2 = light injury, middle material loses / Minor injury / The effect is very small, the possibility of Covid transmission is very small

3 = Loosing work time, high material loses / The loss is quite large;

The possibility of Covid transmission is still limited

4 = Permanent disability, very high material loses / Very material loss

big ; Will be able to cause a wide spread of Covid

5 = Fatality, uncountable material loses / The occurrence of death; caused a new cluster of the Covid pandemic and a critical spread that resulted in death.

 

 

 

Furthermore, Usahid Jakarta made a work program to manage the red and moderate categories so that there is no spread of Covid-19 in Usahid, namely who is the PIC, the target for solving the potential spread of Covid-19, the budget needed for the work program by following the rules of the control hierarchy, namely:

The work program according to the control hierarchy includes HR competence, the technology needed to kill Covid-19, including the use of disinfectants every 4 hours using nano technology, UV irradiation in the room, providing hand washing facilities, installing social distancing markings, using PPE such as masks , glasses or face shield, using digital attendance. In addition to human resources and technology competencies, work programs also make procedures to protect red and yellow categories, provide vitamins so that employees and lecturers remain highly immune.

The implementation of ISO PAS 45005 will run for 6 months (January - June 2021), after which inspection is carried out by means of monitoring in the form of laboratory measurements of the condition of Covid-19 in each room of Jakarta's Usahid activities, then an internal audit to see if the system is running well, and continued with management review activities.

Monitoring, auditing and management review activities to identify deficiencies, including the culture of employees, lecturers, students, guests who come to campus according to ISO PAS 45005 standards, are also carried out to find out other deficiencies such as procedures, technology and markings.

The implementation of ISO PAS 45005 will really help the government's efforts in breaking the chain of spreading Covid 19, therefore it needs collaboration and support from all parties. For Usahid as a higher education institution it will be possible to carry out the academic process optimally in maintaining quality. So that efforts to create superior human resources to fill development, especially in the new normal era, can still be carried out and guaranteed. Of course, we hope that it can become a reference for other institutions in ensuring comfortable and safe work in the new normal era.
